The majority in the House and Senate are racing to enact comprehensive tax reform in time to place a bill on the President's desk by Christmas. The House passed its own bill Nov. 16, and the Senate plans to pass its version by Dec. 1, giving them time to work out the many differences and enact the first comprehensive reform of the tax code since 1986.
